RULES FOR THE PASSERS DIVISION
(Refer
to the section of the SAY Rulebook on "Short-Sided Teams)
1.
Coaches, substitutes, and parents are to maintain a safe
distance from the field:
·
Coaches, substitutes, and parents are to remain at least 2
yards from the touch-line.
·
Coaches must also stay at least 3 yards away from the
center flag.
·
No spectator is permitted to stand behind the end line,
goal-area, or corner flags; nor may they harass or distract the goalkeeper.
·
All dogs must be on a leash.
2.
Remember, players are guaranteed 20 minutes of playing
time, not equal playing time.
3.
Coaches are not obligated to guarantee 20 minutes of
playing time to players who arrive after the game has started.
4.
Coaches are encouraged to refrain from indiscriminately
substituting during the 10 minute quarters.
Exceptions are in the case of injury, pre-existing health condition, or
extreme fatigue. This will:

keep the game moving.
·
insure sustained periods of playing time for all the kids.
·
facilitate and simplify the substituting process for the
coaches to assure all players play at least half the game (20 minutes).
̃ Remember that
there is only a one-minute break between quarters for water and to make substitutions. The half-time break is 5 minutes.
̃ The adding of
time to compensate for lost time due to injuries is at the discretion of the
referee.
5.
All Free Kicks are Indirect.
·
There are no Penalty Kicks.
·
All defending players must be at least 6 yards from the
ball.
6.
Clarification of Goal kicks
·
Please study Law XVI (Goal Kicks), and page 79 for the
exceptions to the Passers Division.
There is a discrepancy in the Rulebook in these pages regarding the
taking of Goal Kicks. To be consistent with
the other age groups, we will follow our past practice of taking goal kicks
from anywhere within the goal area (6-yard box), and not from the 12-yard line
as the Laws suggest. We feel that the
reduction in the size of the goalkeeper box to 12-yards is a sufficient
modification of the rules. Remember
that on a goal kick the ball must clear the 12-yard line, before another player
can touch it.
7.
Clarification of Free Kicks
·
Please study Law XIII (Free Kicks). The Rulebook confuses the taking of kicks within
the two boxes. It modifies free kicks
when taken by the defending team but not when taken by the attacking team.
·
We have decided to continue our practice of not modifying
free kicks taken by either team when they occur within either of the two boxes,
except as modified for all age groups when taken within the 6-yard box.
8.
The offside rule does not apply in Passers.
·
Please discourage “cherry picking” by your offensive
players around the goal.
·
Coaches are encouraged to begin teaching the offside rule
in Passers.
